CCE–SSK

The Swiss Conference of Cantonal Chancellors brings together the Chancellors of Switzerland’s 26 Cantonal Governments, the Federal Chancellor and Federal Vice Chancellors, and the head of the Office of the Government Chancellery of the  Principality of Liechtenstein. 

The CCE–SSK is a policy coordination body which aims to foster intercantonal  collaboration, create synergies between the Swiss Confederation and the Cantons on  matters that fall within the remit of the Cantonal Chancelleries, and facilitate reciprocal  information-sharing.

As the chief of staff to the Cantonal Government, the Cantonal Chancellor is responsible for ensuring that the executive branch benefits from a constructive and  well-functioning work environment. The Cantonal Chancellor also organises cantonal  government meetings and remains fully briefed on all matters handled by the  executive branch. 

In 1899, there was a desire to create a newsletter or other form of communication for  and about Switzerland’s Cantonal Chancelleries that would familiarise them with the  institutions and regulations which other Cantons have in place. The thinking behind  the initiative was not for the Cantons to replicate what the others were doing. Rather, the motivation was to demonstrate to the Cantons that shared knowledge of their  respective institutions could deliver valuable insights for their own organisation. Also,  forging ties between the cantons would be useful given Switzerland’s federal  structure. 

In 1900 and 1901, the Cantonal Chancellors met to promote the tasks entrusted to the Cantonal Chancelleries and to maintain a collegial working relationship. The  Conference adopted its first articles of association on 19 August 1901 in Bern. 

In the beginning, the Swiss Conference of Cantonal Chancellors met over one weekend every year. Since 1954, they have held one- or two-day working sessions  in addition to their annual conferences. These meetings allow the Cantonal  Chancellors to address more complex issues that could not be addressed at the  General Assemblies. In 1979, the CCE–SSK adopted new articles of association  which provided for the creation of an executive committee to manage the  Conference’s affairs more effectively. The last time the CCE–SSK revised its articles  of association was in 2005. 

The CCE–SSK stopped publishing its newsletter at the end of 2004. Since 2019,  interested parties can read about CCE–SSK activities on its website. 

Members

Executive Committee

The seven-member Executive Committee meets four times a year. The CCE–SSK General Assembly is held twice a year, in spring and in autumn.

Annual reports

The CCE–SSK annually publishes a report on its activities. The reporting period runs from 1 July of the previous year to 30 June of the current year.
